There are 3 bolts that hold the filter in place. When you remove the filter, the oil drains out of that hole. The filter is then cleaned with solvent. Do not use water. It should be cleaned every year at the same time you change the plugs and fuel filter. You should also be changing the oil at this time. Don't forget about changing the air filter, as well.
